The board has put together a great lineup for you. We will have several presentations that discuss Emergency Action Plans for Students and Campuses for East Carolina, Duke and NC State. Each presenter will discuss relevant points of interest of the individual plans. At the end of the presentations, the floor will be opened to the membership for Q&A.
After the break, Mr. John Yarboro, N.C. Department of Homeland Security and Mr. Darryl Aspey with the U.S. Department of Homeland Security will present on CI/KR.

Bill Koch Associate Vice Chancellor for Environmental Health and Campus Safety at East Carolina University in Greenville, NC.
In his current role, Bill oversees ECU Police, Environmental Health and Safety, Emergency Management and Business Continuity. Bill has a diverse safety and emergency management background involving work in consulting, a major NIH research facility and university environments. He has managed incidents involving significant environmental releases, bomb threats, explosives and nerve agent, building fires, and severe weather, including eight hurricanes and a 500-year flood that involved the loss of nearly all utilities and required a campus evacuation.
Dr. Wayne R. Thomann Director of Occupational and Environmental Safety at Duke University/Medical Center; Assistant Professor in the Division of Occupational and Environmental Medicine, Department of Community and Family Medicine; and Assistant Professor in the Nicholas School of the Environment and Earth Sciences.
Dr. Thomann received a BS and MS in Microbiology from Florida Atlantic University in Boca Raton, Florida. He received his Doctor of Public Health degree from the School of Public Health at the University of North Carolina in Chapel Hill. His primary research interest has been the identification and control of bioaerosols. He is a member of ASHRAE Standard 62.1 Committee on Ventilation for Indoor Air Quality and AHSRAEs TC 9.6 on Healthcare Facilities. He also teaches graduate courses in Occupational Health and Safety within the Duke University Nicholas School of the Environment.

Homeland Security Branch Chief North Carolina Department of Crime Control and Public Safety Division of Emergency Management
John is a native Tar Heel whose family has deep roots in North Carolina. He is very familiar with the states history. John is an undergraduate alumnus of The University of North Carolina at Chapel Hill and attended graduate school at East Carolina University. He has happily lived and worked on the coast, in the piedmont and the mountain region of the Old North State. Prior to joining the Division of Emergency Management in 2005, John was a manager and management consultant in the private sector for over 25 years. As Homeland Security Branch Chief, John is responsible for managing the State Homeland Security Program as required and specified by the U. S. Department of Homeland Security (DHS). This includes the State Homeland Security Strategy, the State Preparedness Report, the multi-faceted Homeland Security Grant Program, the Port Security Grant Program and other related DHS programs. He advises senior state officials on homeland security issues, including the Governors Homeland Security Advisor and the State Emergency Response Commission. The Homeland Security Branch currently administers over $200 million in active federal homeland security grants and works with federal and state agencies, 101 local jurisdictions and other homeland security stakeholders.
Darryl Aspey currently serves as the Protective Security Advisor (PSA) for the US Department of Homeland Security in the North Carolina District. Mr. Aspey supports homeland security efforts, serving in an advising and reach-back capacity for the State Homeland Security Advisor. He contributes to the development of the national risk picture by assisting with the identification, assessment, monitoring, and minimizing of risk to critical assets at the local level. As a PSA, Mr. Aspey facilitates, coordinates, and performs vulnerability assessments for local critical infrastructures and assets, and acts as a physical and technical security advisor to Federal, State, and local law enforcement agencies.
Mr. Aspey brings extensive experience and training to the Protective Security Advisor Program having worked in the security industry for over twenty-four years, serving the Executive Office of the President, United States Postal Inspection Service and the United States Secret Service.
